The experience bar for Master Level gets stuck, level below 400 may just be a visual bug, the important thing is that you are gaining EXP, don't worry too much about the EXP bar. On MU servers it usually gets bugged visually only, the account continues to evolve normally if you are gaining EXP, which is displayed in the game interface.
